Five-year-old Truong Minh Ngoc Diep and one-year-old Tran Binh Minh 
were born with defects that can likely be traced to the spreading of the
herbicide Agent Orange during the Vietnam War.  They both live at
Peace Village 2 at Tu Du hospital in Ho Chi Minh city.
